Write an iPad application

I have a pdf contract that is 3pc A4 paper, I need a app for iPad/Android so we don't need to use real papers as its not environmentally friendly. 1. I have this contract 3 pages in .pdf 2. The client should be able to read and fill in his data by a touchpen. 3. In the end there should be a send button after hitting the send button it stores a copy of the contract on the iPad and also sends out a copy to our email address and the clients. Pretty easy task for the one who knows his stuff, maybe it does not need a app for this, don't know, you tell me. No big budget, 80 usd
