152773 TV On PC - Multiple Needs

I am looking for a few things here. #1) An indivdual who already has a very large database of urls that are 'streaming video' as well as 'streaming music'. So basically a bunch of Internet Television Stations as well as Internet Radio Channels. It would be nice if they were highly organized as well - it would make the database worth a little bit more obviously. #2) Someone who has, I don't really know how to explain this, but a shell of a program sort of .. Something that is an executable file that would install a simple program with a basic interface on the user's computer. I could then offer them either remote updates by them clicking "Update Database" or they could re download the program and it would install over everything updating their channel information when they do that. Here is the thing with this. I want it to be a program I can maintain with little to no knowledge of programming C++ or Visual Basic. If I must learn a little I could I suppose or if you had to do major updates for me sort of a thing. Bottom line I would like to be able to have skins where the user can change the skins. Possible (but not necessary because this probably includes a lot of programming) even allowing the user to move the locations of buttons etc in the skins. Such as the volume up and volume down going in the bottom right instead of top left. Same thing with Channel Up and Chanel Down or other basic control buttons. Reason being the user would be able to customize this to fit their desktop as much as possible. If this is too much of a hassle it can be ignored for now. I might even completely skip out on the Visual BAsic / C++ part of the project and simply take the database and make it into a membership web site type of a site. I am looking for a solution that is cost effective, anything you have in mind involving TV on PC please feel free to let me know. Even if you have a full blown program you usually charge $4-$5,000 you can send me a demo but I can GUARANTEE I will not buy it. It wouldn't hurt to let me take a look though as I might buy it down the road once this is a more profitable venture. I am also interested in such program's databases by themselve if you are willing to let them go at a reasonable price. I could then do the html myself and display them through a browser basically. Anyone with any solutions at all - I'm all ears on this one. I am setting this project for 5 days but if someone has the right solution for me I will but it right away.
