Clone strategy game

I need a strategy mmorpg game. I just need the engine setup with some basic stuff, the rest i will build by myself. server side should be in php/mysql, client side in javascript css3 and html5. the game should contain scrollable map of the game world, each user will start with one city, in the city you will be able to build all kind of buildings, and train units. Engine options: City view will be a scrollable map. Buildings in the city will be built using drag and drop. Users will be able to move buildings if they have some kind of move points. Buildings will support levels and upgrades. Buildings will have life (depending on the level of the building) and could be damaged. You will be able to sell buildings. The engine should support building that it take some time to build/upgrade/sell, (event based engine). Some buildings will require other buildings before you will be able to build them. Need research system so you will be able to research for technologies and new buildings. Each building should be built using sprite. sprite size and indexes should be customizable using only the db. In city map view you will have resources that you will be able to build buildings next to to collect resources every some minutes/turn. Game will update all the time using ajax requests. Javascript side should be built using jquery and jquery ui. Engine should allow users to manage infinite amount of cities. Each city might have more than one view, like defense view, attack view and base view. The code should be object oriented code both php and javascript. Site should be built in web2.0 format.
