Joomla Sobi2 Search Customize for US State Pages

We are building a site directory using Joomla and SOBI2 extension which lists USA Real Estate Agents. We need to customize the search options ( Search System ) Currently to search, one must click the Search link on site to open a new page and display a keyword box and advanced search options. What we want is for 2 special special functions to appear on top of every State page like California, Florida, Texas, etc. On every state page, we want a Drop Down Search link option where users can search by >> County << Within that State page they are on and also another search box beside the Drop Down so users can enter there Zip code and click Search. Also Note if users are on a particular state like California, only counties listed under California should show in the Drop Down. Counties should not be mixed up with States, We need this implemented for all State Pages. Theres 51 US states.
