Need a SERIOUS EXPERT Programmer and Designer

I have an answers marketing site that was built with wordpress. I basically want it to be a network of writers that make money answering questions while the customers want more traffic to their site. So here is what will be needed: A custom order form that can integrate with my paypal gateway for woocommerce themes. The order form will change only depending on the number of packages ordered. For example, if John buys 3 packages, there should be 3 available text spaces for him to write his 3 sets of campaign keywords and URLs. I want to automate the entire ordering process so that when an order comes in it will automatically be posted in the back-end for my writers to see and choose which jobs they want to take. It needs to be just a simple styled list with a few filtering options. The back-end functionality for the writers will also have a custom look and feel as if they're still within the site (not like the standard wordpress dashboard - It should look like part of my website). There also needs to be a ranking system for my writers which adjusts to their work performance statistics. Each Writer will require their own profile which will display their own performance metrics such as earnings, jobs complete, and their "rank." Now the customers must be able to login as well and see their status updates and the progress of their order. So when a writer accepts the job, the status of the job will change to "Job Accepted, In progress" and when complete the status will read "Job done!" So the writes will receive a blank custom data entry form based on the customers order which will only need to be filled with a list of Answers and links on a 2 column table. It would be amazing if you know how to tag the link and text somehow to be able to see if the answer is still live and if an answer gets removed by yahoo answers staff the link will show up as red/dead on the back-end report. Lastly, I want to have this connected to an emailing system (mail chimp preferred but if not possible open to suggestions) because there needs to be notifications and status updates throughout the entire process. I will be responsible for creating the emails but the automatic emailing system needs to be integrated as well.
