Build a PHP Based tor router (to use as a proxy http)

Dear Sir/Madam. We would be interested in working with you to provide a workable solution but just need to know a little more about the intended application. We have built many multi layered ultra private tunnels using combinations of various technologies like TOR,Jondo,openVPNs,proxies which can be achived in both a linux and a windows envirnoment. If you simply require an absolute bullet proof method of connecting to the target IP there would be no need to write any PHP as PHP is not required in any part of the process, but of course, there are other reasons why you may have chosen this path, if you could fill me in a little deeper and I can provide accurate guidelines to the best solution.
