Convert PDF to a Web Page

Convert a PDF file to an HTML or PHP file. I have Adobe Pro and when I convert the file, it looks nothing like the PDF file. I want 3 things. 1. Make the site look just like the PDF file except for the page breaks. 2. Make it not an image file so I can go in and update/edit as needed. 3. Images on top may need to be replaced with higher quality ones due to scale. The photo and images should be in the same positions as the PDF file shows.
