Database tables and web GUI

My project is starting from scratch and will eventually include a web site with a graphical interface. What I need is someone to build up the core database interaction between entities and the upper level GUI as a web site In the first phase not graphics required Technical and logic details can be found on the attachment The project needs a kick off in order to get a higher budget therefore the phase 1 budget is low. Low offers will be considered respectively Hopefully this project will include phase 2 and more
