Website/Mobile application devolopement

I want to create a similar application / Website/ Mobile application to let user manage and pay their utility bills along with managing other useful secure information like credit cards details (so that they don't have to type in in every time. I need to have a payment gateway setup too. A user can add life insurance premiums and other such monthly payment and pay it by just a touch/click. A user can also add their monthly tv subscription or recharge their account using the same app/website ... I would talk to banks and Mobile operators to allow me to access the payment gateways. It would be a benefit to mobile operators as they would cut down on cost of sending emails to their users and send them paper bills. A similar website exists - [login to view URL] ... I want to target the Indian market. I ahve a limited budget for now, but if it works, i wud need more help making it even bigger... I need a suitable Freelancer who can understand my concept and guide/help me build this thing.
