Wix or LightCMS or Weebly

I need a website to allow people to create their own website using drag and drop tools and templates it should be exactly like weebly dot com or wix dot com or lightcms dot com. I also need the back end and administration interface and users and payment manager. Only full payment will be released once project is ready. Please bid only if you are able to make a site like wix dot com or weebly dot com or lightcms dot com, check those websites before bidding, don't bid if you are not sure that you can do it. Please send portfolio also and specify which technology are you going to use. Please also let me know your time zone that's very important. Most importantly is the functionality of the entire website. Don't need to focus too much on the front end design as I have my own team to handle it.
