Chinese Registration form and MS Access database

1) Has to be done on ASP or ASP.net? 2) Database to be MS Access? 3) Admin Panel with login for administrator to view the records. 4) Administrator can sort the all coloums by ascending or descending order.? 5) Download the records on MS EXCEL spreadsheet. On the CV portion, there will be a link for the administrator to click and view the CV.? 6) Download all CV uploaded by the users. 7) Registration forms in English and chinese? 8) Database must be able to capture Chinese Traditional.
