Small Wordpress Comment Modification

A large website has been setup with about 100 posts which are setup as career videos that people can leave comments on. The comment entry and display parts of the website both need to be formatted. And thats it. An exact match wont be possible, but its important to get it as close as possible, preferably with the yellow bar with button to view more comments. This should take only a few hours for someone familiar with the comments part of Wordpress. How it needs to look is shown attached.
