I have worked extensively on Google & Bing Based Advertisement and alternate advertisements in case of ad blocker, And i see that your requirement is similar. If you have advertisement banner ready for alternate advertisement when the ad blocker is detected I CAN complete this work in less then 20 minutes. Hope to talk to you soon :)

This is a simple project, so I will not charge over 600 rupees. To your problem, there are two solutions. One is light, and the other is slightly more complex. The light solution is to not allow users to view your site without disabling your adblock. This can be done quickly and the performance will be good. The more difficult solution is to show the ads even with the adblock enabled. I can do both of these, however the light solution is better, because it won't affect your site very much, and the loading time would be generally faster.
