There needs to be website backend login for Advertisers in addition to the Admin login, from where Advertisers will be able to create an ad with all the required details. Questions are 1) Do you want to charge Advertisers for registering or will it be commission based? 2) Will payment be settled for each transaction or at the end of the month? 3) As an admin, do you want to edit/moderate the ads? Auctions template will be included by default in this approach, and as an admin you can also create and publish ads. The template will be generic, but if you want a custom template for Advertisers to set up their own auction duration, incremental bid amount etc., it can be done. While auction features are straightforward in this case, still there are several high-level details both of need to address and agree before starting to avoid conflicts. I can also suggest the Map API (there are other open sources) to use in case platform requirement matches. However, Google allows paid accounts, but billing can vary according to usage.
