Create Responsive Map Hover Effect

We currently have a client who needs an update that we are unable to help with. We have an embedded map that - on hover - displays contact information for each region on the map. The client would like to have a picture display IN ADDITION to the contact information. The image needs to be located in a sensible location relative to the contact information but does not have any other specific requirements. The map itself is not currently resize-able, if you were able to fix this as well that would be a plus. Please post your qualifications and how much time you think this would take. I have a link to all of the required files and website access that I will send once the project has been awarded. Thank you and please feel free to ask for any clarificaiotn.

Good afternoon. Are you using Google Maps API? If that is the case I can help you adding this picture. And the resize issue should be handled with a listener that is aware to the browser window size.
