I'm an expert Magento 2 developer based in the UK. I have written many modules for both enterprise and community editions. As requested the module would create the attributes and group upon installation and add in a configuration option to allow entering of details of where the file needs to go. It would then be run at a set schedule using standard Magento cron jobs and generate the csv according to your spec. Generally in these cases I also add a menu option to allow the process to be kicked off manually as well if required so would recommend the module also does this and shows a log of previous exports so you can see if anything has gone wrong (ie could not connect to ftp).
