Image processing software

I want to make a simple function image processing software linked to a particular type of camera (one or more) and put the camera in a big theater in a good place to do the following: - i have a camera in the top of the theater fixed "doesn't move" - through the software that linked to the camera i can see a fixed feed through this screen i can locate the seats numbers manually then from my database easily name these seats with people names. " no need for any face recognition system or others" - the camera will take a picture of the people all along the time until the end "could be manual or auto" - at the end of the event i can type the name or seat number of any person to see his images by take the full picture and zoom in to the located seat and see the person image. What is the right camera for such a project type? the camera should take a full picture of the theater then zoom in to the person to show clearly and very high quality image of him. how much this only gonna cost me? and if i want to add the monitoring system of entering time of each seat (person) how much will increase the cost?
