Trouble shooting project

The required application is browser-based (PHP, MYSQL, HTML, CSS, Bootstrap, JS) that allows a remote troubleshooter (advice provider) to provide advice to a village servicing person (advice seeker) who looks after the requirements of multiple clients in a village. It is cloud/server-based and has a UI for the advice provider and the advice seeker. All users are controlled (CRUD) ONLY by a single (admin)administrator. One advice provider (city-based) can have many advice-seekers under him. Only the admin can link/delink/move the advice seeker from one advice provider to another. All parties (admin, advice seeker, advice provider) will have secure access to the application. Each party will have a separate UI. The admin CANNOT see any client data. A single Super Admin will be able to see all the data in the application and can also create/block/edit the admin. The administrative, technical and financial information of each client is captured in a structured format as records in tables. The advice seeker can securely share all relevant information (including video/images/audio and receive relevant advice from the advice provider who can in turn provide his advice on the same form and also share documents, images, etc as part of the advice. Images can be captured by a camera or by drag-drop from folders to the app UI. This browser-based app should work in windows and android (phones). Security should be ensured and SQL injection vulnerabilities should be prevented. Once the contractor is shortlisted by us (based on experience, successful projects and price) and after he signs an NDA with us, We shall provide the design for the UI, Db, tables, fields etc. The proposed timeline for this simple application is 30 days. The contractor is welcome to suggest better ways to do the same job. The work will be split up into parts and milestones. Each Payment will be made after each successful milestone. Each milestone will be tested for functionality on his website, then be hosted on our website and should work successfully, for milestone payment. The source files and associated files will be our property and the IP will be ours. No proprietary components, source code, or files must be used.
