Multi threading socket server process/parsing via web service

We look to create a multi threading socket server to parse incoming data and obtain responses via web service. Then send received response back to socket. The programming language is secondary. It may be written in Erlang, Java or other language that can be processed on a linux server. Functionality details: Base TCP socket server
Configurables:

Port to listen to

 Socket timeout 
Hex/ Ascii to set if incoming data are in hex/binary or ascii
 Primary parsing URL 
Secondary parsing URL

 Function flow:
 1. (BASIC) Listen to incoming connections from field devices with sim cards
 On incoming connection create new thread to process data on this socket 
When data are received call web service via cURL or other suitable means and pass data string with socket ID and IP address via HTTP POST
 cURL returns/echo’s a JSON object containing data/string to be sent back via socket to remote device
 Keep socket open until closed by remote or no activity for timeout seconds as set in config 2. (PARSE SOCKET SERVER COMMANDS) Identify command packages to return statistical socket info like number of currently connected clients, loads etc. Send data to certain socket as identified 3. (CRON / CHECK JOB) Cron script that checks port activity like counting active sockets, cpu loads, memory usage etc. and writes to log files.
