Bidding Features to my site

I have a site powered by Joomla, where there are different authors who write the articles. I have a form where the readers/users submit their topics of interest to read about them. After the user submits the topic, it should be open to the authors (only) for bidding for some days (lets say 3 days). The maximum (default) price for an article will be fixed at say $5 (lets say). The authors will bid their participation for that article below the default price of $5. Consider someones bids at $3 and one other at $2, which becomes the lowest bidding. Then the lowest bidder will get chance to write that article and submit within some specified time limit defined by the site rules. The two next lowest bidders will be on the warning levels to be ready with their articles. For scenarios like, the lowest bidder defaults/fails to submit in specified time (the article is of substandard quality), the next lowest bidder gets the chance to submit the same. If the lowest bidder fails to submit in the specified time then he/she will be blocked from bidding for next 5 bids. IF the article gets bad rating from reader or editorial team then he/she will be barred from bidding for next 3 bids. In default case the reader who requested the topic will give rating to the submitted article and her weightage will be more. Other readers and Editorial team also can give ratings. The mean ratings will be carried to the profile of the author. The more good rating the authors gets, the more famous his profile becomes and more priority he/she gets in the bidding competition. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows? (depending on the nature? of the deliverables): a)? For web sites or? other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software? installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform The site should be functional in all major browsers.
