Socket URL Refresher with Proxy Support

Hi. I have an idea of a very simple software that needs to be done, and I have some ideas how we can do this so it is exactly as I had imagined it. First of all, I'm gonna be doing re-branding on an already existing product, so I'll be sending you a VB.net source of the project, just the GUI so you have some guidelines of how I want the program to look and feel. Anyway, all the software does is refresh any URL that is written in a textbox. Currently it is doing it with an IE control, but this is really slow, multi threads can't be made, and proxy support can be added but I don't like changing the users proxy setting in IE. So anyway, to continue: I need the software to be able to refresh any url that is written in a textbox, but to do it with sockets (winsock?). This also includes to be able to specify how many overall refreshes to be made, what is the time difference between each refresh gonna be, to have some labels and perhaps a progress bar showing how many views are done and how many are left, how much time is left until the next view and least but not less important it needs to be able to have proxy support (switching proxies). I imagine the proxy support to be able to import text files with proxies written as ip:port (and would it support just HTTP or also SOCKS proxies?) and as well as to be able to be manually enter proxies in the program and add them to the proxy list (listbox?). After the proxies are done, the program starts using them. For example we can make it use every proxy for 150-200 refreshes and then switch onto the next one, and on the next one... A good bonus feature would be if the application is able to see if the proxy is not working (connection timeout) and then instantly to go onto the next one. Also it would be cool if the program can have an option to choose between 1-5 threads. With this, it can either use the users IP and do 5 threads, or it can use the proxies as the way described above. After that I will be trying out the program on a few web sites, also some that count views, such as youtube to see if it's working. Hope everything is gonna be good :D Even though I wrote too much, I'm sure the code will almost ultra simple since it basically is a Socket Refresher with some fancy features such as proxy support and labels showing the views and how much to do... Previous experience, good communication and cheap price (I don't have much of a budget and this isn't complicated) is recommended. P.S. I need the project done in .Net (Preferablly VB.net but C# will do I guess) with full source code available. P.P.S.
