Build a Website with a portal - database and advanced filtering

Hi there I need help building a new website. There will be many aspects to this site, but for now I need 4 things. This needs to be 100% automated and scalable. 1) The frontend: A beautiful self-service portal with UX/UI focus, where any person can register and fill out all their personal information (about 36 fields with 100 datapoints). They are also able to go back and change their information. Some information is open text, others are forced multiple choice. This database should be able to handle a couple of hundred thousand users and be dynamic - as new information might be needed in the future or current information to be changed. This includes the whole registration process from start to finish (security and emails to setup and confirm, etc). They are also able to track the status of their payments (as we pay them). This should be a really appealing process and experience. 2) The backend: A beautiful portal with UX/UI focus, where the administrator can do advanced filtering (queries) of the information entered by the people that have registered (thousands of people), on all the possible data-points. It will easily and beautifully display the search results of people profiles you were looking for. You can select the limit of people you need in the query. You can select proportions (e.g. 30% male/70% female; 10% chocolate eaters/40% burger eaters/50% pizza eaters, etc). As an example of an output, I might select "male", "pizza eater", "USA" - and it will give me 1,500 of the relevant people that fulfill these criteria. The administrator also needs to add other information to each profile, about 15 x scale rating points and 3 x open text. 3) Reporting tool: a tool to see all the stats in a graphical way. e.g. Pie charts to show the percentage of male and female of your selection, line graphs to illustrate how many people have joined this week - all data points are able to be shown and manipulated in this way. There should also be the opportunity to see who logged in the frontend/backend and when, and their browsing activity on the site. 4) Automated mailing system: Once you have done a query, you select the people for the project. When all the correct people are selected, you go to a page where you have templates of emails you can send them. You complete the template, click "send", and it sends the email to people that you selected. When they reply "yes" they are marked green for the project, and if they reply "no" they are marked "red" for the project. If I have selected 20 people, and 3 have replied "no", the system will know that 3/20 are not able to participate, and will automatically email the template to 3 more people that fit the criteria - this will happen when all 20 spots are green. Then there is another email template to send to the 20 "green" ones. I would like to start within the next 2 weeks, and need to be done by 01 March 2016.
