Custom order web and mobile page

Hi I have a basic website hosted on ipage. I need product (meat) order system where customer logs in, see pictures with names, average product weight and his price (basic price list, individual discounts). When you move mouse pointer over a picture, an arrows (buttons) comes up (over a picture - kind of transparency) which allows to change the ordered amount. Or you can click on the picture an enter amount from keyboard. Once an ordered amount is greater than 0, it appears on the picture (same kind of transparency). After order complete, I need to somehow collect an order (database, spreadsheet, etc.). I need to be able to update pictures, prices and other details myself, therefore I am paying a fixed price for full code an quick instruction om how to simple administrate this project. I know web design basics and so it should be easy to teach. Meeting in Manchester area would be good. Thanks
