Good day, I can assist you with the upgrade of your Ubuntu VPS server, i will do my best to update most of the components like Mysql, perhaps php and something more like security patches. But there's a very important matter here to take consideration: does the websites are ready for this upgrade? Hey, So you basically have a legacy server that is very important and has 45+ websites running over it so you don't want downtime or breaking apps when the upgrade is being done. I think upgrading it to 20.04 or 21.04 would be best, and then It might need a restart which will only be a few seconds of downtime, and then I can work on the LAMP stack upgrades to the latest versions, Since you have a snapshot we can either deploy a temporary server and do updates there and once you are satisfied you can change your DNS to the new server and delete the old one or we can do the updates on the existing server itself.
