Skills-Based organisation and Skills-Based Hiring: Central Europe

I am working on a scientific project focused on Skills based organisation and skills-based hiring within the Central European market (concretely focused on Germany, Czech Republic, Slovakia, Poland and Hungary). Concretely seeking for a support with the research, approximately 45-50 pages. The contracted freelancer must extend their research to cover following areas: 1) Introduction to Skills-Based Organization: - Definition and Importance: Begin by defining what a skills-based organization is, discussing its characteristics, and explaining why it's important in the modern workplace + rationale behind it - Evolution and Trends: Trace the evolution of organizational structures from traditional role-based models to contemporary skills-based frameworks. Highlight any trends, especially in the context of technological advancements and changing labor markets 2) Introduction to Skills-Based Hiring: - Definition and Context: Define what skills-based hiring entails, distinguishing it from traditional educational or experience-based hiring methods. - Rationale and Benefits: Discuss why organizations are shifting towards this approach, emphasizing the advantages such as diversity, reduced bias, and better job fit. 3) Skills-Based Hiring Processes: - Identification of Required Skills: Explore how organizations determine the specific skills required for different roles. This might include competency frameworks and job analysis techniques. Assessment Methods: Detail various methods used to assess candidate skills, such as structured interviews, skill assessments, practical tasks, and gamified elements. - Technology and Tools: Discuss the role of technology in skills-based hiring, including platforms and software that aid in assessing and tracking candidate skills. 4a) Impact on Organizational Strategy and HR: - Strategic Alignment: Examine how skills-based hiring aligns with organizational goals and broader human resource strategies. - HR Practices and Policies: Explore how HR departments need to adapt their practices to support skills-based hiring, including changes in job descriptions, recruitment strategies, and candidate evaluation criteria. 4b) Impact on Employee Development: How skills-based hiring influences employee development and career progression. Does it lead to better long-term career paths, more effective personal development plans, or changes in employee training programs? 5) Challenges and Barriers: - Implementation Challenges: Identify common obstacles organizations face when shifting to skills-based hiring, such as resistance to change, the need for new HR technologies, and difficulties in defining skill sets. - Cultural and Economic Factors: Consider any regional-specific challenges, including cultural attitudes towards employment and the regulatory environment that might impact the adoption of skills-based hiring. 6) Comparative Analysis: - International Perspectives: For a broader context, briefly compare skills-based hiring practices in Central Europe with those in other regions, such as North America or Scandinavia, to highlight unique features or shared trends. - Legal perspective: compare the legal frameworks governing employment and anti-discrimination laws across Central Europe and their impact on skills-based hiring practices. 7) Ethical consideration: Any ethical considerations related to skills-based hiring, such as privacy concerns with data-driven hiring methods or potential biases in skill assessment technologies. This I would like to complement with practical part (point of view from selected candidates + success stories from concrete companies). In the end I would like to have beside others some policy recommendations (below) 8) Policy recommendations: Drafting specific policy recommendations for businesses and possibly for governments in Central Europe to facilitate the adoption of skills-based hiring practices. The ideal candidate for this project would have experience in HR studies, thorough knowledge of labour markets with a focus on Central Europe, and backround (knowledge in skills, competencies, future of work etc.), and superior research writing skills.
